PREAMBLE

In 2025, a multidisciplinary team composed of specialists from various countries convened to address the urgent need for a global space dedicated to the exchange of experiences, the transfer of knowledge, and the sharing of methodological innovations. The initiative also sought to highlight the presence, initiatives, and contributions that the academic, teaching, and student communities can offer to the world—and to governments—to help implement higher standards of quality within higher education and academic training. Through a series of working sessions, the INTERNATIONAL CONFEDERATION OF UNIVERSITIES was established in the United States in 2025. This organization serves as a representative body for the diverse educational institutions that make up our General Assembly, created in response to the multifaceted needs of the global educational and academic landscape. Our goal is to provide populations worldwide with a superior education characterized by high levels of academic and formative excellence, fully cognizant of the significant historical and social responsibility this entails across the global educational spectrum.

Consequently, the INTERNATIONAL CONFEDERATION OF UNIVERSITIES was legally incorporated in the State of Florida, United States, with a broad inter-institutional membership spanning many countries. We are guided by the universal values ​​of academic excellence, higher education, scientific research, and international cooperation. In this spirit, we declare our firm commitment to working globally through alliances, framework cooperation agreements, and strategic partnerships with peer institutions, organizations, public and private entities, and governments worldwide that are willing to join forces to promote—and ensure equitable access to—academic excellence and quality. This commitment extends to all areas related to the advancement of scientific and technical innovation, interdisciplinary research, and… “…the transfer of knowledge that serves our members—and countries in general—as a starting point focused on sustainable human development. This involves further promoting the values ​​of freedom of thought, cultural diversity, and respect for the fundamental rights of human life, through the comprehensive education of peoples—fostering a strong sense of critical and constructive responsibility—and focusing on the holistic and intellectual development of societies at large.”

Finally, the INTERNATIONAL CONFEDERATION OF UNIVERSITIES is committed to implementing these mechanisms for sustainable human development. These mechanisms are designed to foster collaboration among our members, thereby strengthening academic integration, scientific, technical, and cultural exchange, and the transmission of advanced knowledge within our membership. Academic autonomy serves as the normative and guiding framework for all such initiatives, ensuring unity and interinstitutional cooperation in these identified areas of development.
